Ian Hooker
Chief Executive Officer
Ian Hooker has been with the Rural Connectivity Group (RCG) since 2020 and was appointed CEO in 2023. With more than 30 years’ experience in the telecommunications industry, Ian brings a wealth of expertise in navigating the complex and fast-paced world of digital technology and project delivery.
Ian’s passion, dedication, and commitment have been instrumental in RCG’s success, overseeing the completion of the Government-funded Rural Broadband Initiative 2 (RBI2) and Mobile Black Spot Fund (MBSF) programmes. Under his leadership, RCG has delivered over 570 rural cell sites, bringing essential mobile connectivity to some of the most remote parts of Aotearoa.
Building on this success, Ian is now steering RCG into new areas of innovation, including the launch of iConn, RCG’s in-building connectivity solution that extends reliable mobile coverage indoors. His leadership ensures RCG continues to deliver and operate critical telecommunications infrastructure, connecting communities wherever they live, work, and gather.
Ranjith Constantine
Head of Finance
Ranjith has been with RCG since 2018, helping shape our financial operations, building processes to manage budgets, reporting, and cashflow in line with the demands of a growing national infrastructure programme.
Before joining RCG, Ranjith worked with SMEs, providing end-to-end finance support and building practical systems that balanced daily needs with long-term business goals.
As Head of Finance, Ranjith leads the financial strategy and planning that underpins RCG’s delivery of rural connectivity across New Zealand. He works closely with the senior leadership team, board, and external partners to provide the financial insights needed for decision-making.
Allison Bailie
Head of Delivery
Allison’s extensive international career in the telecommunications industry spans over 25 years, bringing to RCG a depth of knowledge and experience in mobile network deployment.
Her background includes many years managing large teams and projects from both the operator and vendor side of Radio Access Networks (RAN), covering account management, site acquisition, design, build, and RAN operations. Allison has also broadened her expertise by working in other industries, including Deloitte and Air New Zealand, further strengthening her leadership in the technology sector.
As RCG’s Head of Delivery, Allison is responsible for driving efficiencies in the build of our nationwide network, ensuring infrastructure is fit for purpose and deployed cost-effectively and on time. Working closely with RCG’s service partners, she ensures our ambitious build programme delivers high-quality wireless broadband and mobile service to rural New Zealand. Allison is now applying this expertise to RCG’s new iConn product, overseeing its deployment to deliver reliable indoor mobile coverage across enterprise and commercial environments.
Andrea Vins
Head of Design and Operations
Andrea leads RCG’s Design, IT, and Network Operations teams, overseeing the delivery of both macro and indoor mobile solutions across rural New Zealand. A key member of the senior leadership team, Andrea brings over 20 years of local and international telecommunications experience.
With a strong track record in network design, service delivery, and operational transformation Andrea is known for building high-performing teams, driving digital innovation, and aligning technical delivery with strategic business outcomes.
Peter Gregory
Commercial Manager
Peter brings over 20 years of leadership and commercial expertise across New Zealand’s telecommunications and technology sectors. At RCG, he leads the supplier portfolio and commercial strategy for iConn solutions, enabling critical connectivity for healthcare, airports, lifestyle villages, retail, and large commercial developments.
Skilled in negotiating complex vendor agreements, optimising cost structures, and driving large-scale infrastructure programmes, Peter ensures RCG delivers sustainable, commercially robust solutions that create long-term value for mobile operators, partners, and customers.
Peter has held senior leadership roles in telecommunications, managed services, and the energy sector, including helping establish New Zealand’s first multi-product energy/telco provider with over 100,000 customers. Passionate about advancing innovative connectivity, Peter combines industry expertise with a partnership-driven approach to strengthen RCG’s role as a trusted provider of mobile infrastructure across Aotearoa.
